Description

When there are multiple shadowing policies, only one of them work.

Solution

Go to the Management Console --> Farm Properties --> MetaFrame Settings --> check "Enable merging of shadowers in multiple shadowing policies"

Enable merging of shadowers in multiple shadowing policies (disabled by default): Allows the farm to merge shadowers in shadowing policies.
The resultant policy applies the merged policies without taking into consideration the respective priorities of each policy. If you have multiple shadowing policies and do not enable the merging option, the resultant policy uses the shadowing policy with the highest priority and ignores the rest of the shadowing policies, even if they do not conflict.
